Orissa soon to be the experiment ground for M-governance

Orissa is going to be the experiment ground for M (Mobile) Governance system. As the first step to get the technological support for implementation of M Governance project, InterraIT - a CMM level 5 company providing complete software and IT solutions for Fortune 500 companies in the US and worldwide is going to enter India market through strategic alliance with Bhubaneswar based Tatwa Technologies - one of the major companies of Orissa in ITES and IT.

InterraIT is an information technology service company with knowledge of various domains and verticals. The company, however, has so far concentrated in US and global market and project delivery and consulting services for top MNC clients. ‘InterraIT has been successful in application of similar modules of computer-mobile technological interface in US and Scotland’, said Debashish Bhattacharya – Vice President Corporate Communication.

As per Asoke Laha, CEO & MD InterraITcomments, ‘InterraIT is serious about developing software solutions for Orissa and eastern India. We will be happy to offer our vast domain knowledge to service the government and people of Orissa’.

CEO and MD of Tatwa Technologies A K Mohanty is very much optimistic about the success of the new M Governance application as this would offer new opportunities to a common man to have a direct interface with the system of governance that is still unreachable. ‘We are very hopeful of the alliance with InterraIT and we can jointly leverage our strengths into offering specialized solutions for E governance’, he said.

InterraIT and Tatwa are working on a concept of M governance involving mobile applications in specialized fields. InterraIT’s consulting services and service delivery competencies will now be available to Orissa and other states through Tatwa’s market presence while Tatwa will also play a partnership role in maintenance, fine tuning and even development on case to case basis.

InterraIT is upgrading its Kolkata development centre in order to address these projects. They will hire 50% extra manpower in 6 months.
InterraIT and Tatwa are jointly planning serious inroads in e governance areas PAN India, mobile application providing services for major telecom companies, various state government ministries especially police, industry, risk management, finance, healthcare etc. taking their first joint step in Orissa.

Even though the new M Governance sounds novel in terms of creating scope for people to interact with the administration through mobile sms, the almost failure of e Governance system raises questions on how effective and successful the new system will be. There may also be acute manpower shortage for monitoring, classification and forwarding of messages to right destinations. But creating manpower is not a big issue and, on demand, it would take hardly six months to train and groom manpower, says A K Mohanty of Tatwa.

But the major bottleneck would be the attitude of people heading the administration at various points as most of the officials are neither tech savvy nor have the attitude to address the issues of people. The M Governance project would have to face the same fate as the much hyped e Governance if the government machinery in the state doesn’t change its old conservative style of functioning.
